Dr. Irena Georgieva is the founder and manager of PPG Lawyers with more than fifteen years of experience in public procurement and data protection matters.
Irena’s diligent understanding of these regulatory areas and the knowledge she gained from her practice enables her to consult clients from various business sectors on the local market and provide them with constructive solutions and outcome-orientated advice.
She has built the team at PPG Lawyers by bringing together motivated attorneys and consultants with long-standing expertise tightly focused on one of the two areas of regulation, for which PPG Lawyers offers legal advice.
Irena graduated in law at Sofia University, Bulgaria (Master of Laws, 2003) and also has a post-graduate qualification in accountancy from the University of National and World Economy, Bulgaria (Software Accounting, 2005). She obtained a doctorate from the University of Groningen, the Netherlands, and defended her dissertation in public procurement law (PhD, 2015).
She is a member of the Sofia Bar Association and the International Association of Privacy Professionals (IAPP). She is also an academic member of the University of Groningen and of the Procurement Law Academic Network of the University of Nottingham, UK (PLAN). Irena speaks Bulgarian, English and German.
As a public procurement specialist, Irena is author of the monograph ‘Hocus-pocus: look, but do not see!: A comparative analysis of the transparency rules and their failure to fight corruption in the Bulgarian public procurement system’, 2015, ISBN: 978-90-367-8325-5 (Hardcover), ISBN: 978-90-367-8324-8 (e-version), University of Groningen. In 2017 Springer International Publishing AG has published her second book on the matter – Using Transparency Against Corruption in Public Procurement: A Comparative Analysis of the Transparency Rules and their Failure to Combat Corruption, ISBN: 978-3-319-51303-4 (Hardcover), ISBN: 978-3-319-51304-1 (e-book).
She is further a frequent contributor to the annual World Bank Group initiative ‘Benchmarking Public Procurement’.
In the field of data protection she is co-author of a chapter on e-discovery and the related data protection issues – ‘E-discovery and Data Privacy: A Practical Guide’, editors: Catrien Noorda, Stefan Hanloser, Chapter 5.3 (Bulgaria), 2010, ISBN 9041133453, Kluwer Law International.
Irena is the author of numerous publications in the specialised and general media in the field of public procurement, public–private partnerships and data protection. She participates as a speaker in many professional seminars and discussions in the field of public procurement and data protection in Bulgaria and abroad.
